How an area could become active
Association identified
A registered association, estate or defined residential area is confirmed.
Boundary reviewed
The proposed service area is reviewed and approved through governance.
Coordinators configured
A primary and backup coordinator are onboarded before any activation.
Residents invited
Only after approval and onboarding can an area be considered for a pilot.

What coverage means
A governed area
Coverage means a governed area where participation may be enabled after approval and onboarding — not a live service.
No guaranteed availability
Being inside a planned area does not guarantee availability or response. Responder availability depends on configuration and verified task assignment.
Affiliation is not authority
Provider affiliation does not automatically grant authority. Personal-safety tools may exist separately from any association.
Coverage does not mean:
- Guaranteed response
- Police, ambulance or fire services
- Automatic dispatch
- Private security patrol
- Continuous monitoring
- Public incident visibility

Any future public planning view would show association-level information only — never households, incidents or individual residents.
