Operational control principle
Partnership, identity, location and assignment are separate controls. One does not automatically grant another. This limits exposure and supports accountability at every coordination step.

- Providers see only information permitted within their governed scope.
- Personnel affiliation does not automatically create assignment authority.
- Service-location access must be explicitly established and validated by the estate.
- Personal information is not exposed by default.
- Actions and updates remain connected to accountable records.
- Access and active permissions can be reviewed, suspended or revoked through governed processes.
Participation is subject to formal approval, estate invitation and explicit coordinator authorisation.
